In Windows folders are related to its creator user. The same rule is valid also for the any restrictions on them.
It could be useful however to change these settings in order to grant access to other users (limited ones) or just after an upgrade to access previous created folders.

You should open the Security section in Folder Option. If this option is not available it has to be set in Folder Option (Explorer) -> View with 'Use simple file sharing (Recommended)' option (as per below picture).

Change then in folder option the restrictions you want related to the folder (and its content) selecting the user involved. If the user is not in the list find it with the 'Add' button just below.
